WebI had this issue on the BF4 beta were my GPU usage was around 30-40% but my CPU usage was at 98-100% at the lowest possible settings. I have the same CPU, 16 GB RAM and CrossFire Radeon 6870's and can play Battlefield 3 at like 90% of its graphic capabilities no problem.
